Legal nature of state responsibility for caused harm

This article discusses the problems of the legal base of the responsibility of public authorities and officials for the harm caused by their illegal actions (inaction). The main features of civil liability were highlighted. Also within the framework of the topic were analyzed the opinions of such scientists as N. A. Kirilova and O. N. Sadikov. In addition, the problem of the absence in Russia of a single regulatory document regulating the procedure for exercising the rights of citizens to compensation by the state for harm caused by illegal actions of state authorities and individual officials was highlighted.
