The main aspects of the process of urbanization are considered. Concrete examples of the number of existing agglomerations that are currently counted in the modern world are given. The basic definitions of the agglomeration process, which takes place in different regions and countries of the world, have been studied, and a comparison has been made between agglomeration in European countries and the Russian Federation. The phases of agglomeration, which were formed in the process of its development and which represent four concepts: urbanization, suburbanization, deurbanization, and reurbanization, are described. The structure of urban agglomerations, which represents the main types of spaces that are directly part of the agglomeration, as a part of it, is described. Municipal-legal relations are singled out, which are defined by the norms of municipal law and are considered to be a representation of a legal connection, referring to all participants of the agglomeration. From a legal point of view, the existing relations that are within the urban agglomeration are revealed. Possible variants of organizational and legal relations in the process of agglomeration on the basis of the legislative base were also revealed. The conclusion is made about the general aspects of the agglomeration process, its structure and characteristics.
