Legal Regulation of Fighting Vagrancy, Parasitism and Begging in Soviet Russia

Introduction. Vagrancy, begging, parasitism, being antisocial phenomena, pose a certain social danger to society and act as a favorable environment for criminal elements, drug addicts and alcoholics. Results and Discussion. In Soviet Russia, the problem of eradicating vagrancy, parasitism and begging was solved, primarily on an ideological basis. Antisocial elements were subject to various punishments up to criminal prosecution. An active role of counteracting vagrancy and begging was played by law enforcement bodies. Conclusions. The experience of Soviet Russia in combating vagrancy, parasitism and begging is unique, as it allowed for almost complete eradication of this type of citizens’ deviant behavior. The experience of fighting the mentioned antisocial phenomena under modern conditions proves the necessity of using a complex approach.
