Legal regulation of the traffic police in the control and supervision of road safety in the 1990s

The study analyzes the historical and legal experience of control and supervision by the Traffic Police of the Ministry of Internal Affairs of the Russian Federation and discusses the legal instruments having regulated these activities in the 1990s. Significant modifications in the economic life of the country caused changes in the road traffic sector. It was necessary to change the traffic police activities because of the imperfect laws and regulations governing road safety, the significant increase in road traffic in the country, the low road capacity in the context of intensive traffic, the reduced public trust in law enforcement agencies, and the neglect of road accident preventive measures by authorities. The experience gained in the field of control and supervision over road safety should be taken into account in the present-day activities of traffic police.
