Legal regulation of environmental problems of coal mining in the Kemerovo region - Kuzbass

Environmental issues pose a challenge to the modern world. The Kemerovo Region - Kuzbass is one of the most complicated regions of Russia in terms of environmental safety. The legal regulation of the coal mining industry, primarily environmental legislation, plays an essential role in solving the problem of reducing the negative impact of coal mining on the environment of Kuzbass and Russia as a whole. Current environmental legislation has many significant shortcomings, contains insufficiently effective mechanisms to ensure the effective implementation of the main directions of state regulation. The article considers options for improving environmental legislation: increasing the effectiveness of existing forms of criminal liability for violation and non-enforcement of environmental legislation, review and revision of the existing regulatory framework governing the protection of the ecosystem. Further detailed development of the legal mechanism for regulating environmental problems in the coal industry should be based on a systematic approach that ensures the functional interaction of norms of civil, energy, environmental, tax legislation on the basis of their balanced and highly effective correlation and interrelation.
