Introduction: Public procurement is a public function that ensures the implementation of the powers of the state apparatus, and is executed through a government contract. The social relations that arise in this case play an important role in the conditions of a multi-layered Russian economy, for example, they allow implementing state programs, meeting the departmental needs of state bodies, etc. At the same time, they require high-quality institutional (economic, organizational, legal, managerial) support. Economists have made many attempts to create a unified system for evaluating the effectiveness of the contract system, but at the moment there is no official methodology for determining the effectiveness of public procurement. Therefore, there remains a need to develop such a methodology that would allow evaluating both the effectiveness of an individual purchase or a set of procurement procedures, and the integrated effectiveness of the procurement mechanism. The determination of the methodological and criteria apparatus for the effectiveness of public procurement affects the assessment of the quality of the relevant system, as well as the development of the organizational architecture of procurement for government, including departmental needs of the Ministry of Internal Affairs of Russia.
