Legal regulation of VPN services in the context of ensuring compliance with the balance of interests of the state, society and an individual in the Russian Federation

The article is devoted to the study of the basics of legal regulation of VPN services in the context of ensuring the balance of interests of the state, society and an individual in the Russian Federation. The author notes that one of the main aspects of the problem of legal regulation of VPN services in Russia is their use to bypass the blocking of prohibited resources. The state is considering the possibility of controlling and restricting the use of VPNs as a way to ensure national security and public order. The author analyzes the specifics of taking into account the interests of society, the state and the individual in the context of using VPN services. The author concludes that the legal regulation of VPN services in Russia is a difficult balance between different interests.
