Legal regulation of prevention and fight against infectious goat diseases

In the article, the authors present an analysis of the Russian regulatory framework that regulates the implementation of preventive, diagnostic, therapeutic, restrictive and other measures, the establishment and cancellation of quarantine and other restrictions on the territory of the Russian Federation aimed at preventing the spread and eliminating foci of infectious goat diseases. The authors come to the conclusion that it does not meet modern requirements. Of the 30 analyzed nosological units, 8 (27 %) do not have a regulatory legal document regulating measures for their prevention and control, of which only 3 diseases have drafted new veterinary rules at the federal level. Among the existing regulatory legal framework, 7 (32 %) are instructions adopted in the 1950s-1980s, which requires the development of new veterinary rules that meet modern scientific and practical approaches to the prevention and control of these diseases. An integrated approach to the implementation of this task will allow organizing an effective system of measures for the prevention and control of infectious diseases in goat breeding.
