Legal aspects of strengthening responsibility for non-compliance with the requirements of norms and rules for the prevention and liquidation of emergency situations and non-compliance with requirements in the field of civil defense

The article deals with the problem of strengthening differentiated responsibility for non-compliance with requirements aimed at preventing the occurrence of emergency situations, and in case of occurrence - for their prompt elimination, a legal assessment of the current legislation and practice of law enforcement of norms on responsibility in the field of civil defense (hereinafter - GO) and protection of the population in order to revise the approach of the legislator to the regulation of this sphere, The theoretical basis for the introduction of the corpus delicti of art. is investigated using the comparative legal method Article 19.1 of the Criminal Code of the Russian Federation for non-compliance with the requirements of norms and rules for the prevention and liquidation of emergency situations and non-compliance with requirements and measures in the field of civil defense.
