Legal and organizational bases of functioning of the public monitoring commission in the Russian Federation

The study of issues related to the activities of public monitoring commissions as one of the elements of the system of public control in Russia, in the aspect of improving the mechanism for protecting the rights of citizens in places of forced detention, including from unlawful restriction of these rights by government officials, is a necessary condition for further building in the Russian Federation of the rule of law and development civil society. The authors, analyzing the regulatory framework in this area, explore the essence and significance of the institution of public supervisory commissions, formulate and substantiate a number of conclusions on this issue.
