Legal basis for control and supervisory activities in the Russian Federation taking into account current trends in improving the public administration system

The article examines the legal basis for regulating public relations in the field of control and supervisory activities. The authors postulate that consideration of state, municipal and public control outside of a holistic understanding of the entire system of supervisory activities of the state apparatus is impossible. The systemic unity of the normative foundation, enshrined at the level of federal legislation, also testifies to an integrated approach to legal regulation of this management function. The article analyzes the legal norms that determine the means and technologies for implementing control and supervisory activities at all levels of public authority, establishes the directions for the development of both control and supervisory practice and its legislative regulation. The authors made proposals to optimize the legal basis for the control and supervisory function in the context of the development of the public administration system itself.
