Legal bases of public health care in the first Soviet legislative documents (to the 100 anniversary of the 1917 Russian revolution)

In recent years, the national healthcare system has been significantly reformed. This process is motivated by the influence of the trends in the globalized world, the introduction of information technologies, the transition to the post-industrial society, on the one hand, and the development of the Russian market economy that leads to the “market capitalization” of medical service, on the other hand. However, the results of the reformations of previous Soviet healthcare system model in new economic context and their consequences are still debatable. The issues of funding health facilities, quality and accessibility of medical services, healthcare system management; the legal aspects of services covered by compulsory health insurance and fee-based treatment are still relevant. The reasons for this are the transitional period of modern development and complex social and economic changes. Therefore, it is necessary to learn from the experience of historic events such as the Russian Revolution of 1917 to develop the best ways to manage the healthcare system. The authors conducted a comparative historical analysis of the first legislative documents of the Soviet government in the social policy. They revealed that the ideas and concepts of the Soviet government of creating a healthcare system were progressive and not aimed at the total eradication of the imperial heritage. The study noted that the government activity in this field was based on the previous social welfare model supplemented by the new elements. As a result, the public health care policy had been gradually developed in the Soviet state.
