The author analyzed current Constitutional, Administrative and Budgetary Legislation that establish bases of preliminary financial and budgetary control. He distinguished that relevant normative legal acts need significant improvement. In the editions of these acts systemic approach should be used for providing their strict conformity and reaching general political, economic and social tasks.
