Legal basis of social policy towards street children in the early years of Soviet power in the Buryat-Mongolian ASSR (1920–1930s)

The article analyzes legal basis of state social policy to combat homelessness in the first years of Soviet power (1920-1930s). We have studied the regulations and legislation of the Buryat-Mongolian ASSR of that period, which determined the system of state bodies combating homelessness, as well as the legal basis for the measures taken by them: patronage, placement of homeless children in peasant families, to artisans, craftsmen, work arrangement in production. The article focuses on the legal procedure for the adoption of homeless children, the features of implementating laws and regulations aimed at combating child homelessness in the regions of the country by state bodies, present statistical data on the fight against homelessness in Buryatia for 1920-1923s. We have emphasized the importance of the measures taken at that time and also indicated their shortcomings.
