Legal problems of spatial development of the territory of the Russian Federation

The article analyzes the goals, objectives and problems of legal regulation of the spatial development of the territory of the Russian Federation. It is emphasized that the country is gradually making a transition from urban regulation (local task) to spatial development (global task). The author explores the concept of «master plan» as a new phenomenon in spatial development and concludes that such a plan is an intersectoral or comprehensive document of strategic and spatial planning of cities (and their groups), agglomerations or territories.
