Legal issues of digital interaction carried out in order to implement the transport strategy of the Russian Federation

The purpose of the study is to analyze legal models and structures aimed at implementing the exchange of legally significant electronic documents between participants in transport and logistics operations. The author has established that the legal role of electronic documents is to create and maintain legal relations in the digital environment, which meets the task of 100 % digitalization of document flow in the transport industry by 2035, set by regulatory acts of strategic planning, including the creation of the state information system «Electronic transportation Documents» and the national digital transport and logistics platform. During the implementation of strategic projects, it is planned to introduce smart contracts using distributed registry systems. The author comes to the conclusion about the expediency of a legislative solution to the problem of «circulation» of electronic documents of title, including electronic bills of lading, based, inter alia, on the provisions of the UNCITRAL Model Law on Electronic Transferable Records (2017).
