Prerequisites for the formation of tourism clusters as a form of development of the tourism economy

The relevance of this research stems from the increased focus on tourism development in Russia, particularly domestic tourism, due to sanctions-related restrictions. Despite positive trends in tourist flows and state funding, significant challenges remain: underdeveloped infrastructure, unreliable data, and weak online representation of regions’ tourism and recreational potential. Tourist clusters are seen as an effective mechanism to address these issues. This study aims to identify the most significant prerequisites for the formation and development of tourist clusters.
