Prerequisites for regulating the legal status of foreigners in the USSR in the 20–30s of the XX century

Within the framework of this article, the prerequisites for the regulation of the legal status of foreign citizens in the RSFSR are investigated, and the first acts of the Soviet authorities aimed at determining their legal status are studied. A retrospective approach is applied, the situation of foreign citizens according to the acts of the Russian Empire is analyzed, the problems of the class division of society and the associated dependent position of the rest population are raised. It is con-cluded that at the early stage of the Soviet power, the emphasis was on uniting the working class, and accordingly, the issue of citizenship faded into the background, which is also confirmed by research from this period.
