Continuity of Legal Regulation of Fire Protection Issues from the Decter of 1918 to the Federal Law "On Fire Safety" of 1994

The article examines the evolution of legal regulation of fire protection in Russia from 1918 to 1994. The author analyzes the continuity of legislation from the Decree "On the organization of state measures to combat fire" to the Federal Law "On Fire Safety", highlighting four main periods of development: initial (1918-1927), centralization (1927-1960s), systemic development (1960-1990) and modern (since the 1990s). Based on historical, legal and comparative analysis, the key trends in the transformation of legal regulation were identified: from reactive extinguishing to preventive prevention, from the monopoly of state security to a multi-level system with the inclusion of non-state forms. The preservation of basic principles was established with a change in the methods of their implementation: the state significance of fire safety, the complexity of measures, and professional training of personnel. The results of the study demonstrate a dialectical combination of traditions and innovations in fire safety legislation with changing socio-economic conditions.
