Overcoming Digital Marginalization of Elderly Citizens as a Necessary Priority of State Social Policy

The relevance of the study is associated with the need to maintain labor and social activity among older adults through adaptation to the digital environment. The aim is to analyze personal and psychological determinants of digital marginalization in elderly people and determine priorities for state social policy aimed at their inclusion into the digital economy and public life. Empirical basis includes surveying individuals aged 61–75 years old, focus group discussions within the same age category, as well as analysis of normative legal acts related to social support measures. Results revealed that most elderly individuals experience negative emotions such as fear of losing personal data, information stress, feelings of alienation in the digital space, while simultaneously retaining a desire to master technologies and participate actively in digital life. There was an identified necessity for developing a comprehensive state social program including development of digital confidence, competence, inclusiveness and active longevity. In conclusion, it emphasizes the importance of systematic interdepartmental approach involving relevant ministries, educational institutions, media, volunteer organizations and civil society groups.
