Preventive technology of orphans’ life arrangement: regional experience of development and implementation

The article reveals the content of preventive technology in the orphans' life arrangement, based on the analysis of successful practical experience gained in the Belgorod region through a set of coordinated actions of establishments and authorities of the system of prevention of children's and their families' social distress. Preventive technology for the orphans' life arrangement is a specific system that has three subsystems: directions, subjects, and resources. Preventing social orphanhood involves simultaneous work in several areas: early prevention of family disadvantages, assistance to children affected by family violence, juvenile rehabilitation, social support for most at risk adolescents, and prevention of juvenile delinquency, neglect, and offenses. Several actors are involved in the implementation of preventive technology: state and municipal government bodies (social protection, education, health care, internal affairs, an interdepartmental commission) and non-governmental organizations. The following types of resources are used to manage the prevention of child abandonment: regulatory, informational, informational and educational, organizational, material and technical, personnel, intellectual, instrumental, psychological and pedagogical, and medico-social.
