This article examines the process of the emergence of offshore zones, as well as the conditions conducive to the emergence, functioning and development of these zones. The author analyzes the conditions for the emergence of zones with special conditions for doing business and highlights the goals pursued by the offshore states, as well as by legal entities registered on the territory of these states.
