Regulation of community services in the Moscow region: application of indicative planning

The author examines state planning for the regulation of socio-economic development of the national and regional economies. Indicative planning is significant in the crisis situations; however, this type of planning has not received adequate support from the government and related agencies in Russia. A number of regions have been successfully practicing indicative planning for the regulation of public services; the Moscow Region is an example.
