Application of information technologies when interrogating persons with disabilities: risks and prospects

The author analyzed the issue of using information technologies as part of the mechanism for ensuring proper participation in criminal proceedings of persons with disabilities. Among the most significant elements are technical means that are aimed at equalizing the opportunities of these individuals to exercise their rights in comparison with other participants, and at reducing their emotional stress from participating in official procedures. Two groups of such means are considered. The first is technical means with the help of which the person conducting the proceedings in a given criminal case creates conditions for its participants with disabilities to independently exercise their procedural rights and perform procedural duties. The second is technical means that ensure remote direct or indirect participation of a person in a procedural action (interrogation). The experience of using information technologies in some countries is presented. The conclusions are drawn about the positive aspects of this process and the risks that are important for its participants from among people with disabilities.
