Principal Model of Automated Regional Strategic Planning

In the context of digital transformation, the possibilities of improving the efficiency of national and regional strategizing processes, currently implemented according to the traditional bureaucratic principle, are significantly increasing – it is becoming practically possible to use automated software and hardware information and telecommunications environments (APAITS) to support management decision-making by government authorities when forming strategic planning documents. It is advisable to create APAITS on a technologically and morally modern physical infrastructure basis that ensures the receipt, storage and processing of digital information; a software framework based on an adaptive model using artificial intelligence in some of its blocks, dynamically monitoring the state of a set of significant variables that are indicators of the functioning of a complex socio-economic system (for example, the sector of the creative economy of the region or the state) and converting this information into scientifically based and visually interactively presented multivariate forecasts of the development of the situation in the field under consideration and proposals for decision-making on the formation and adjustment of the DSP to the executive and legislative authorities of the appropriate level. In this article, the author has developed and presented a fundamental model of the functioning of automated regional strategizing processes using modern technologies, which can become the basis of a modern organizational and economic mechanism of atomized strategizing both at the regional and subsequenly at the national level.
