Principles and general rules for the imposition of administrative penalties

The article is devoted to the description of classification of the principles of imposition of administrative penalties, which are not enshrined in legislation, so they vary in different scientific works. Such principles as: the principle of individualization of punishment, the principle of ensuring the balance of general and private interests, the principle of fairness, the principle of proportionality, the principle of inadmissibility of excessive state coercion and the principle of legality are distinguished. The described principles of imposition of administrative penalties are regulated by article 4.1 of the CAO RF.
