Characteristics of executive power and its delimitation at different territorial-public levels

In the Russian Federation, according to the current constitutional norms, three branches of government function: legislative, executive and judicial. The article examines the executive power, with an emphasis on two aspects. Firstly, the characteristics of the executive power are highlighted in the context of their theoretical and legal content, taking into account that there are various controversial points of view on this matter. Secondly, the features of the organizational and legal structuring of public authorities at different territorial-public levels are considered, namely: at the federal level, at the regional level (level of constituent entities of the Federation) and at the municipal level; in this context, the ratio of public-authority powers of the executive authorities of the specified levels is shown. The article analyzes the provisions of the Constitution of Russia, including those adopted within the framework of the adopted constitutional amendments of 2020, legislative and municipal legal acts, as well as works that address the stated topic. The draft of a new federal municipal law on the issues under consideration is also considered. It is noted that the greatest difficulties arise in connection with the municipal level of public authority, given that only relatively recently, by the decreed constitutional amendments, local government bodies were directly defined as public authorities.
