Recognition of the constitutional and legal status of a training state with mental definiency (intellectual disorders) as a condition for the safety of personality in the Russian Federation

Personal security is an important object of state regulation. As it often seems, security is guaranteed in the context of personal integrity, however, there are other forms of security. The article focuses on the recognition of persons with mental retardation (intellectual disabilities) as subjects of the right to education, based on constitutional and legal status as the legal mechanism for the implementation of the state duty to ensure personal security.
