In the context of global challenges, proactive policy involves not only a response to current problems, but also their anticipation, prevention and creation of conditions for long-term prosperity of society. This article is devoted to the analysis of conceptual approaches to proactive state policy, its significance and the challenges that states face in its implementation. The author pays a particular attention to interdisciplinary research, expert opinions in this field.
