The problem of forming the moral and ethical basis of the state civil service

In modern Russia, the problem of moral and ethical behavior of civil servants is becoming increasingly acute: their attitude towards people, their statements, their actions. The issues of forming the spiritual and moral foundations of the personality of a civil servant, which are ideological, political and moral convictions, stable attachments and principles of behavior, come to the fore. The relationship between the state and society, the level of public trust in the authorities, the intellectual efficiency of the state apparatus depend on moral and ethical problems. The solution to these problems is carried out through the adoption of relevant regulatory and legal acts, the search for new ways to solve problems in a legal way.
