The article studies individual judgments of the German philosopher Georg Hegel on the process of formation of civil society. Clarifying some of the conceptual provisions of this scientist on a number of points that characterize the phenomenon of civil society, the authors focus on the feasibility of integrating legal aspects into the system of training civil servants, in terms of understanding the role of the needs of each individual and his obligation to comply with public interests as a guarantee of maintaining the individuality of the person himself and state of which he is a citizen.
