The article constitutes the first part of the study aimed at addressing the enduring challenge of public order - a pivotal concern among philosophers throughout history, since ancient times. The study proposes a basic metamodel that traces the evolution of ideas surrounding public order. Employing a blend of logical and historical methodologies, the author identifies the essential characteristics of public order, which serve as defining features for philosophical concepts. These include the structured organization of societal elements, interpersonal social dynamics, hierarchical arrangements within society, and the determining factors critical to discerning and maintaining public order’s sustainable functioning. Building upon these foundational insights, the study establishes distinct forms of social order pertinent to various epochs in the development of philosophical thought, categorized by the author as fundamental conceptual models. In conclusion, this article contributes to a deeper understanding of how philosophical perspectives on public order have evolved over time, laying the groundwork for subsequent investigations into its multifaceted nature and implications.
