Problem of School Bullying in the Context of the State Child-Saving Policy in the Russian Federation

Currently, domestic and foreign researchers note the aggravation of the situation, the emergence of more sophisticated and cruel forms of school bullying, the simultaneous nature of its manifestation in offline space (bullying) and online space (cyberbullying), which leads to unpredictable and tragic consequences – suicide, school shooting, joining extremist and terrorist communities. The urgency and importance of the problem prompted the author to conduct a theoretical study of the current state of the problem, its causes and consequences using methods of analysis, generalization, abstraction and interpretation. The study allowed us to draw a conclusion about the prevalence of bullying in modern Russian schools, mostly among children and adolescents, less often in relation to teachers; the greatest number of cases occur in middle adolescence, and are accompanied by sim-ultaneous bullying on the Internet. Initiating a draft law on the prevention of school bullying, including cyberspace bullying, developing an anti-bullying program and introducing it as mandatory in the practice of Russian schools will improve the level of safety and comfort of children, as well as make the management of the general educational organization more effective.
