Understanding modern labor market problems requires understanding factors, such as changes in the composition and structure of the working population, the influx of labor immigrants, the process of eliminating old and creating new technologically-progressive jobs, increasing informal employment and self-employment, increasing income inequality, and the emergence of human imbalances in a globalized economy. This article proposes a different approach to researching the problem of employment in the informal sector. This article also introduces a toolkit to monitor the labor market, which clarifies the Russian definition of employment in the informal sector of the economy. Drawing from the European labor market analytics, this article recommends the use of the U.S. Non-Employment Index (NEI) to monitor the Russian labor market. This index will allow economists to perform a comparative analysis between national labor markets, and in the future, to use the NEI when modeling and adapting foreign models to the conditions of the Russian labor market.
