The problem field and priorities of the regional cultural policy: a conceptual approach

The study defines the contours of the scientific problem associated with the formulation of the goals and objectives of the regional cultural policy in the light of the modernization theory, as well as in the conditions of a qualitatively new geopolitical and geocultural situation in the global world system. The sources of the analysis were works of Russian and foreign culturologists, philosophers, and sociologists, as well as regulatory legal acts of state authorities of the Russian Federation. The analyzed problem is considered from the point of view of Pierre Bourdieu's methodology on the social field as an autonomous system of interaction between subjects of political actions. The authors note the inertia of culture in terms of basic axiological foundations and its role in the development of Russian regions, and indicate the autonomy of the regional culture's development in the 2000s, despite the attempts made to integrate into the common European cultural space. The authors emphasize the importance of cultural policy in the field of ensuring national security and characterize the significance of normative legal documents adopted at the federal level and fixing the main provisions and directions of state cultural policy. The authors interpret culture as a determinant and driver of contemporary Russian modernization, propose a differentiated approach to the goals of regional cultural policy, and identify the range of these goals. The authors pay special attention to the need to accelerate modernization processes in regions that, at the turn of the 21st century, have undergone archaization, which became the response of regional communities to an attempt to unify their cultures against the background of forced globalization. The authors detect problematic issues of a scientific nature that require research attention: the analysis of the role of traditional and innovative institutions of cultural industries in terms of modernization, the study of historical memory, the identification and use of regional cultural and natural heritage, the identification of potential opportunities for civic participation in regional cultural policy and conditions for the formation of conceptual approaches to this policy. The authors establish that, when developing the main provisions of the regional cultural policy, it is necessary to adapt the historically established forms of social practices to the modern technological order, as well as to develop a regional and all-Russian civic identity based on knowledge of the regional cultural and natural heritage.
