The authors consider the main approaches to defining the essence of the concept of «human capital» and changing approaches to personnel management in modern conditions. Based on expert and sociological methods, approaches to assessing the most significant competencies of enterprise managers are substantiated. They show that the use of T&D market services can play a special role in increasing personnel competencies.
