Problems of formation of the personnel reserve in the state and municipal service in the Russian Federation

The article analyzes the existing problems of forming the personnel reserve in the state and municipal service in the Russian Federation. The author raises the question of the feasibility of forming a state system of professional development and retraining of personnel for state and municipal institutions and gives recommendations for improving the formation of the personnel reserve.
