Problems and prospects of strategic planning of ecological development in Southern federal district

The need to address the old and new environmental issues, the importance of ecological security are increasingly recognized by Russian society, but the environmental component is not allocated as the priority task of social and economic development and is financed according to the residual principle. The author carries out the analysis of ecological component of the strategies for social and economic development of the SFD, reveals the degree of environmental policy coordination within the Southern Federal District as a whole and in its individual regions. The article includes the characteristics of common problems in strategic planning on the example of Southern Russian regions. The analysis of social and economic development strategies shows discoordination of environmental policy in the Southern Federal District and in its constituent regions. In accordance with the results of the analysis, the author suggests recommendations to executive authorities on increasing the complexity of environmental component in strategic development of the Russian Federation subjects.
