In context of the reform of higher education the problem of the transition to the two-level system of education has recently become even more relevant. This article discusses the contentious issues related to the modernization of education in a globalized economy. The transition to the two-level system of higher education meets a mixed response. The article describes both positive and negative aspects of Bachelor’s and Master’s Degree programs. We have surveyed the second and third year students whose majors are “Advertising and Public Relations” and “Advertising” (Bachelor and Specialist courses) to know their opinion on the new system of higher education. The foreign experience of teaching natural sciences and humanities at universities and using the point-rating system has also been considered. The conclusions on the application of the multi-level system of higher education in Russian universities have been drawn.
