Problems of qualification of illegal sand-gravel mining

The article considers variants of criminal and legal assessment of unlicensed sand-gravel mining on the agricultural plots of land for its sale by owners and possessors of these areas. The authors criticize the practice of qualification of such acts according to elements of theft or illegal business. The possibility of bringing the offenders to criminal justice for violation of the rules of using mineral resources is substantiated.
