Problems of qualification of crimes related to the use of information encryption and ensuring anonymity on the Internet

The article is devoted to the issues of qualification of crimes committed using information encryption and providing anonymous access on the Internet. The object of the study is public relations concerned to implementation of criminal liability for acts committed using information and telecommunications technologies. The paper concludes that it is necessary to bring to justice administrators, owners of Internet sites and (or) domain names, as well as persons responsible for maintaining and (or) filling sites with criminal content. The necessity of legal regulation of these actions in Russian legislation is justified. A proposal has been made to include a new article in Criminal Code of the Russian Federation providing for responsibility for creation and administration of resources that use information encryption and provide anonymous access to the Internet for the purpose of committing crimes.
