Since the time of the Moscow State, the multi-ethnicity of this state began to take shape, and this trend only strengthened in the future. A large number of very different peoples (nationalities, ethnic groups) on a vast territory dictated to the central government the need to determine the vectors of appropriate policies in the sphere of national-state structure. The article examines the main characteristics of this policy, which was carried out both in monarchical Russia and in the Soviet state, and also touches on modernity, with an emphasis on the political and legal component. The relevant decisions of government bodies, legal acts, and scientific works on the stated topic are analyzed. In particular, it is noted that for a long time there were ineffective principles of the national state structure; There are many problems in this regard in post-Soviet Russia. To find optimal solutions, it is necessary to discuss national issues, not excluding the most sensitive ones, of course, with due correctness.
