Scientific reviewing: problems and solutions

The author considers reviewing as a type of scientific work. The article manifests that the basis of accurate review is not only knowledge of scientific methodology but also observation of the norms of scientific ethics. The author reveals the problems of making a review and provides the general regulations of scientific reviewing from the aspects of organization, performance and result assessment of the latter.
