Normative legal act: problems of understanding and types

The article outlines the scientific-theoretical and legal problems of normative legal acts. Information about the ambiguity of its definitions and features is given. It is shown that these problems are caused not only by different approaches of the authors to the understanding and features (properties) of a normative legal act, but also by the problems of understanding law in an objective sense, law-making, its subjects and forms (types). Attention is drawn to the problems of normative legal acts in law-making and law enforcement, judicial practice. In particular, the presented scientific and theoretical problems do not allow in practice the subjects of lawmaking (lawmaking) to fix the official definition of a normative legal act in the law. It is concluded that it is necessary to develop, adopt, issue and enter into force a federal law on regulatory legal acts, and introduce legal liability for non-compliance and violation of such a law.
