Problems of ensuring the population of the Russian Federation with affordable and comfortable housing

The formation of mechanisms of motivation the population to innovative activity and innovative behaviour is one of the basic problems of social and economic development of modern Russia, the solution of the problem is impossible without social environment of a high quality, basic element of which is affordable and comfortable housing. To raise housing affordability for all categories of the citizens it is necessary to develop innovative institutions of housing market, to raise affordability of mortgage loans, to lower and redistribute the risks of crediting between the participants of the market, to create housing stock of the social use.
