The article discusses the problems concerning the legal framework regulating the activities of the temporary detention centers for juvenile offenders under the Ministry of Internal Affairs of Russia. The author studies organization and implementation of the interconnected package of measures of educational preventive character, including individual preventive, therapeutic, antiepidemic and educational work with the confined minor offenders.
