Problems of legal regulation of administrative legal proceedings in the Russian Federation

The article considers the modern problems of legal regulation of administrative procedure in the Russian Federation. The author notes that to date, there is no legal definition of the «administrative proceedings», also there is no single mechanism for the implementation of administrative procedure. According to the author, the early adoption of the codified normative act governing the Institute administrative proceedings, will lead to appearance of a new branch of procedural law - administrative and judicial rights.
