Problems of procurement contract legal regulation

The article stipulates problems concerning procurement regulation. It is shown that the effectiveness of procurement and the use of financial resources is achieved under the condition of competition between the participants. Therefore, the rules of the tenders should not limit it unreasonably. A number of existing provisions of the procurement law leads to a decrease in competition, the problems of procurement regulation include an unreasonable description of the object of procurement, the possibility of providing services free of charge and misleading bidders with a description of the object of purchase.
