Problems of Legal Regulation of Financial Support for National Projects of the Russian Federation

Introduction. This article examines the legal framework for implementing a new type of regulatory legal act—national projects—and the expenditure of funds for their financial support, as well as problematic issues in this area of legal relations. Effective implementation of national projects requires comprehensive legal regulation that ensures optimal management of financial flows and the efficient use of budget funds, and is aimed at preventing the theft of funds allocated for the implementation of national projects. In this regard, this article highlights and analyzes current legislation governing the financial support of national projects in Russia and formulates specific proposals for its amendment. Materials and Methods. The regulatory framework for the study is based on legislation governing the implementation of national projects of the Russian Federation and the expenditure of funds for their financial support. The study examined prosecutorial practice in organizing and implementing prosecutorial oversight of law enforcement during the implementation of national projects, as well as the works of scholars studying the legal basis for the functioning of national projects and their financial support. The methodological basis of the study was a combination of general scientific (analysis and synthesis, induction and deduction, and a systems-structural approach) and specialized research methods. The Results of the Study. The authors concluded that the legal regulation of national projects requires the adoption of a federal law that would lay the foundations for institutionalization and mechanisms guaranteeing legally common stages and progress of national projects. The specific content of these projects, in turn, would be determined by other regulatory legal acts at the federal and regional levels of the Russian Federation in accordance with the country's current objectives and economic capabilities. The structure of such a law is proposed to include "the primary and optional goals and objectives of the state for priority national projects; methods for achieving these goals; A list of state and local government bodies responsible for project implementation, defining their rights and responsibilities; and the extent of liability for failure to perform or improper performance of their duties. Findings and Conclusions. The study allowed us to develop proposals for regulating the legal basis for the functioning of national projects.
