Tourism development problems in the North Caucasian federal district

The article considers the problems and prospects of tourism industry in the North Caucasian Federal District. Tourism development is the way to obtain funds in the budget at the regional and federal levels. The experience of the tourism industry of developed countries, in particular, the experience of South Korea, is shown in the article. The experience of specialized travel agencies focused on social entrepreneurship, which successfully operate in Russia, is analyzed. The authors highlight the development prospects of socially oriented tourism in Stavropol Krai and in the district. The article outlines directions and identi- fies ways and means to achieve the goals defined in the Strategy of social and economic development of the district until 2025. The problems of the intro- duction of sightseeing and tourism and recreational projects are described. The authors reveal the main problems, namely: the difficulties of a legal na- ture, the qualification of civil servants for the implementation of projects in the field of tourism industry, lack of training of staff in health resorts and recreation centers, high prices for tickets and transportation, shortage of tourist class hotels, security perception stereotypes of the region of Caucasian Mineral Waters. The article proposes the measures to attract financing for the tourism indus- try development on the basis of public-private partnership. The authors have carried out an analysis of favorable conditions for tourism development in the region, among them the development of ski resorts, eco and religious tour- ism.
